Get help to download your COVID-19 Vaccination Certificate


If you are fully vaccinated but need help to access your digital COVID-19 vaccination certificate, please call your closest branch to arrange a time for library staff to help you:

    • Set up a MyGov account 
    • Link your MyGov account to your Medicare card
    • Download your digital COVID-19 Vaccination Certificate 
    • Link your digital certificate to the Services Victoria app

You will need to bring your:

    • Medicare card
    • Identification (drivers licence, passport or birth certificate)
    • Bank account number (linked to your Medicare card)

Sessions start Monday 8 November. Bookings essential and places are limited. Please call ahead to make a time.

How to Access Your Digital COVID-19 Vaccination Certificate


This is a step-by-step guide to accessing your digital COVID-19 Vaccination Certificate and uploading it to the Services Victoria app.

Setting up a MyGov account

  • Search ‘myGov’ on your internet browser and choose ‘Create a myGov account’ (on the right hand side of the screen).
  • Agree to the terms of use 
  • Enter your email address
  • Enter the code sent to your email address
  • Enter your mobile number
  • Enter the code sent to your mobile number
  • Create a password
  • Select three secret questions to keep your account secure
  • Your account is now created and ready to use

Linking your Medicare account

  • Log in to your myGov account
  • Scroll down to ‘your services’ and click the + icon to link your first service. If you have already linked a service, go to step 3. Your name must match the previously linked service
  • Select Medicare
  • Agree to the terms of use
  • Have your Medicare card ready. Select ‘I’m listed on a Medicare card’. You can use a linking code but this must be received over the phone or at a service centre
  • Enter your Medicare card number without gaps
  • Enter the number against your name on the card
  • Enter your name and address details
  • Answer the questions to prove your identity.
  • Select Next. Your Medicare account is now linked to your myGov.

Accessing your COVID-19 Vaccination Certificate on myGov

  • Log in to your myGov account
  • Select Medicare under ‘Services’
  • Click on ‘View Proof’ in the ‘Proof of Vaccinations’ icon
  • Click ‘View History’
  • Click ‘View COVID-19 digital certificate to see/download/store a PDF version

Downloading Medicare Express Plus app on your device

  1. Visit the Apple Store (for iPhones/Apple devices) or the Play Store (for Android) and download Express Plus Medicare
  2. Open the App
  3. Select Sign in
  4. Read and accept the terms of use
  5. Enter your myGov log in details
  6. Create or use your myGov PIN

Sharing your digital COVID-19 Vaccination Certificate

Download the Service Victoria app from either the Apple store of the Play Store. You do not need an account.

From Express Plus Medicare

  1. Open the App and tap ‘immunisation history’
  2. Tap ‘share certificate’
  3. Tap ‘share with Service Victoria’
  4. Read and accept the terms and conditions
  5. Tap ‘add certificate’
  6. Your digital COVID-19 Vaccination Certificate is now linked to your Service Victoria app

From Service Victoria app

  1. Make sure your app is updated
  2. Open the App and tap ‘add certificate via myGov’
  3. Log in to your myGov account
  4. Scroll to proof of COVID vaccination
  5. Tap ‘go to Medicare’
  6. Tap ‘share with check-in app’
  7. Select Service Victoria
  8. Read and accept the terms and conditions
  9. Tap ‘add certificate’
  10. Your digital COVID-19 Vaccination Certificate is now linked stored in your Service Victoria check-in app

Troubleshooting for Android phones

If you cannot link, clear the cache and data from the app first, then link. Note: it will wipe all your check-in history from the last 28 days. So if you want to keep it either jot it down or screen shot it beforehand.

  • Go to your phone’s settings and select Apps.
  • Scroll to Service Victoria and tap to select.
  • Tap ‘Force Stop’
  • Select ‘Storage’ and then ‘Clear Cache’
  • Select yes to any prompts
  • Open Service Victoria app again and start at ‘Add certificate’
